BOARD OF SUPERVISORS
NAVAJO COUNTY, ARIZONA
SPECIAL MEETING
AUGUST 26, 2026
Supervisors' Chambers, Holbrook, Arizona - Time: 9:00 AM
PRESENT: Pete Shumway, Chairman; J.R. DeSpain, Vice-Chairman; Percy Deal, Member; Jesse Thompson, Member; Jerry Brownlow, Member; Mel Bowers, Jr., County Attorney; Dennis Miller, Interim County Manager; and Judy Jones, Clerk of the Board.
Mr. DeSpain led the Pledge of Allegiance and offered the Invocation.
BOARD OF SUPERVISORS: Executive Session: Pursuant to ARS 38-431.03 (A)(1) for Personnel Matters Re: Interview of applicants for the County Manager position: Mr. DeSpain made a motion to enter into executive session; motion seconded by Chairman Shumway; vote unanimously carried.
Present: Pete Shumway, Chairman; J.R. DeSpain, Vice-Chairman; Percy Deal, Member; Jesse Thompson, Member; Jerry Brownlow, Member; Mel Bowers, Jr., County Attorney; Dennis Miller, Interim County Manager; and Judy Jones, Clerk of the Board, Lori Justman, Selection Committee member and Doug Muell, Review Committee member.
Mr. DeSpain made a motion to return to regular session; motion seconded by Mr. Thompson; vote unanimously carried. After interviewing three applicants; Carlos Rivera, Jimmy Jayne and Ron Lee (one applicant withdrew) the Board directed Interim County Manager, Dennis Miller to contact Mr. Jayne to make an offer of the County Manager position. Mr. Miller reported back to the Board that Mr. Jayne gratefully accepted. Formal appointment and payroll change will be approved by the Board at their next regular meeting on September 2, 2003.
BOARD OF SUPERVISORS: Executive Session: Pursuant to ARS 38-431.03 (A)(1) for Personnel Matters Re: Reconvene Executive Session held on August 11 & 18, 2003: Discuss applicants interviewed for the Human Resource position: Mr. Deal made a motion to enter into executive session; motion seconded by Mr. DeSpain; vote unanimously carried.
Present: Pete Shumway, Chairman; J.R. DeSpain, Vice-Chairman; Percy Deal, Member; Jesse Thompson, Member; Jerry Brownlow, Member; Mel Bowers, Jr., County Attorney; Dennis Miller, Interim County Manager; and Judy Jones, Clerk of the Board, and Doug Muell, Review Committee member. Mr. Thompson made a motion to return to regular session; motion seconded by Mr. Deal; vote unanimously carried. The Board requested the Clerk to schedule a second round of interviews for the Human Resource position. The Clerk will contact Grady Brown and Gail Sandoval to be present for a second interview on Tuesday, September 2, 2003.
EMERGENCY ITEM: The emergency item was at the request of Supervisor Percy Deal. Supervisor Deal requested the Board place an emergency item on the agenda due to the recent rains received on 8/23/03. A main BIA/Navajo Route N61 was completely washed out at Burnt Corn Wash crossing and the culverts have washed away, leaving no reliable road to be used for school busses, senior citizen deliveries and CHR/Home Attendants. This emergency situation is impacting approximately 50 families. Funding assistance is needed immediately to purchase culverts so the road can be repaired.
The emergency exists pursuant to ARS 38-431.02(D), inability to get this item placed on the Agenda prior to notice of the emergency road conditions affecting the health and welfare of more than 50 families.
Mr. Deal made a motion to approve funds from District I Special Road Funds to purchase culverts to repair BIA/Navajo Route N61 at Burnt Corn Wash (amount to be determined - $1720 per culvert); motion seconded by Chairman Shumway; vote unanimously carried As a result of the emergency the Board
HUMAN RESOURCES: Continued until September 2, 2003.
There being no further business to come before the Board of Supervisors, the meeting was adjourned until Tuesday, September 2, 2003, upon a motion made by Mr. Deal; motion seconded by Mr. DeSpain; vote unanimously carried. The meeting adjourned at 5:30 p.m.
